The department filed a 20-page statement on September 1 framing the practice as national policy, two months after Attorney-General Michelle Rowland ruled out a text and data mining exception.

The restricted mode is live. OpenAI began rolling out ChatGPT for Teens globally on 18 August, automatically routing any account it estimates belongs to a user aged 13 to 17 into a locked-down version of the product. Teenagers made ChatGPT a daily study and companionship tool years before this.

Most users will enable this without reading the fine print, and that is the problem. OpenAI released the Apple Messages plugin for the ChatGPT desktop app on 20 August 2026, giving the AI the ability to read, search and send iMessages, SMS and RCS conversations on Apple silicon Macs.

When GPT-4 launched in 2023, Sam Altman expected a rapid, visible restructuring of white-collar work. Businesses would retool, roles would vanish, whole sectors would be remade faster than regulators or HR departments could track.

OpenAI uses age prediction, statistical inference drawn from account signals, to identify users likely under 18, then automatically applies the teen experience without waiting for the user to declare anything. That is a meaningful design choice.
