What the Colorado River actually is
The Colorado is not simply a river. It is a managed system governed by a dense framework of compacts, treaties, court decisions and federal operating guidelines collectively known as the Law of the River, anchored by the 1922 Colorado River Compact and updated most recently through the 2019 Drought Contingency Plans, which expire at the end of 2026.
The river supplies water to roughly 40 million people and 30 Tribal Nations, and irrigates nearly 5.5 million acres across seven US states and Mexico.[3] Hoover Dam sits at the downstream end of Lake Mead and generates hydropower for the region; when the reservoir drops, the dam's turbines lose head pressure and output falls.
California's Imperial Irrigation District holds the largest single entitlement on the entire system at 3.1 million acre-feet per year, more than any other single user.[4] Any serious negotiation over cuts will eventually have to reckon with that figure.
How it got this bad this fast
Two forces combined to push the reservoir to its record low. A prolonged drought has persisted for more than two decades across the American West, slowly draining the system faster than inflows could replenish it. Then came this past winter.
The 2025 to 2026 winter produced the lowest snowpack on record for the Colorado River Basin, the seasonal snowmelt that accounts for the majority of the river's annual inflow.[5] When the mountains hold little snow, the river runs thin through spring and summer; this year they held almost none.
Federal modelling published in August 2025 had already projected that Lake Mead's elevation on 1 January 2026 would fall somewhere between 1,050 and 1,075 feet under the most probable inflow scenario.[6] The actual reading by August 2026 came in well below even that range, meaning conditions deteriorated faster than the Bureau of Reclamation's own models anticipated.
Seven states, no deal
The existing operating guidelines that govern shortage conditions expire at the end of 2026. Replacing them required all seven Colorado River Basin states, Arizona, California, Colorado, Nevada, New Mexico, Utah and Wyoming, to agree on a new long-term framework.[5] They did not.
With consensus out of reach, federal authorities stepped in with a short-term proposal targeting the Lower Basin states: Arizona, California and Nevada. The proposal asks those three states to make measurable contributions to stabilise the system while longer-term negotiations continue.
JB Hamby, Chairman of the Colorado River Board of California, said: "With this proposal, the Lower Basin is putting forth real action to stabilize water supply along the Colorado River. We're putting forward additional measurable water contributions for the system. Without that, the system will continue to decline."[7]
Andrea Travnicek, Assistant Secretary for Water and Science at the US Department of the Interior, said that given the severity of the risks facing the Colorado River system, it is imperative to take action quickly to protect a resource that supplies water to 40 million people and supports vital agricultural, hydropower production, tribal, wildlife, and recreational uses across the region.[5]
The trade-offs nobody wants to talk about
One of the less-discussed pressures on the system involves Glen Canyon Dam, which sits upstream of Lake Mead and feeds into Lake Powell. Officials have been withholding cooler water releases from Glen Canyon Dam that would otherwise benefit threatened fish species downstream, in order to protect water temperatures and flows that maintain Hoover Dam's hydropower output.
The prolonged drought combined with the lowest winter snowpack on record is requiring swift actions to protect the Colorado River system, according to the US Department of the Interior.[5] What those swift actions look like in practice depends on negotiations that have so far produced no agreement.
What comes next
The July 2026 modelling cycle from the Bureau of Reclamation will set the operational posture for the months ahead, including whether Hoover Dam faces further output reductions and whether additional shortage tiers are triggered under whatever interim framework emerges. Both Lake Mead and Lake Powell are being watched simultaneously.
The 2026 deadline for the existing operating guidelines creates a hard backstop. Without a replacement framework in place, the system reverts to older and less flexible rules that were not designed for conditions this extreme.
For the 40 million people whose taps, farms and power bills connect back to this river, the next six months will determine how much of the current shortfall becomes structural. The Bureau of Reclamation's next modelling release will be the first indicator of whether that gap is narrowing.
